lua54 has passed automated validation. It may have or may still fail other checks like testing (verification).
NOTE: No required changes that the validator checks have been flagged! It is appreciated if you fix other items, but only Requirements will hold up a package version from approval. A human review could still turn up issues a computer may not easily find.
Suggestions

lua54 has been flagged as part of automated virus scanning.
Package virus scanning found that at least 1 file within, or downloaded by, the package has between 1 and 5 VirusTotal detections associated with it.
This is not enough detections to prevent the approval of this package version.

Generally, duplicate packages should be avoided, instead, work with the maintainer of the existing package to get it updated (or follow the triage process if the maintainer abandoned the package).

The existing package is "Lua for Windows", which is a modified version of an old version of Lua with extra functionality like sockets. This package is stock Lua, and exactly version 5.4 of it. They can be installed side-by-side as one does not replace the other.

I see, in that case a new package would be warranted.
The verification.txt points to a third party repository as a source, not to the upstream download.
All packages on the Chocolatey Community Repository must have binaries/archives from the official download location of the project. Third party build are not allowed.

The official Lua project (lua.org) does not provide any compiled binaries, so this "third-party build" is required. It's obvious in the Git repository that it's not far diverged from upstream Lua, only differences being:

This would seem to fall under a third party build then, and would not be appropriate for submission under this package ID.
It would be acceptable if the package ID and package title reflected that this was not a build from upstream Lua, but a fork from a different party.

But it is a build of upstream Lua. The source code is entirely unchanged. As stated, it has to be a third-party build because there are no official builds, but that shouldn't be a blocking factor because lots of programming languages have third-party build providers, especially for Windows.

Potentially our definitions and terms are different.
If a build was the officially endorsed build for Windows by the upstream developers (for example Git for Windows), then it would be fine.
However, since there are not official builds, or officially recommended builds by the upstream, then the Chocolatey Community Repository policy to not not allow third party builds (on the id namespace of the upstream project).
