Safe Exam Browser is a web browser environment to carry out e-assessments safely. The software turns any computer temporarily into a secure workstation. It controls access to resources like system functions, other websites and applications and prevents unauthorized resources being used during an exam.

I believe this should be approved anyway. The issue is with another package out of my control. When I attempt to test this package myself I get an error because a newer version of webview2-runtime is already installed, -2147219187, or -2147219190 which I havn't been able to identify. The installation of this package goes through flawlessly.
I am unsure how to handle an issue with another package.

Hi,
I'd suggest contacting the maintainer of the failing dependency via the "Contact Maintainers" link on the package page.
The "a newer version of webview2-runtime is already installed" error would seem to indicate that the webview2-runtime package is out of date on your machine, so if you try to upgrade it, it hopefully would be working.
