Set's the chocolateybinroot environment variable to a default value of '\tools' if not already set. This allows packages such as Ruby, Python etc. to install in \tools instead of the system root.
To install Tools Root, run the following command from the command line or from PowerShell:
C:\> choco install toolsroot
To upgrade Tools Root, run the following command from the command line or from PowerShell:
C:\> choco upgrade toolsroot
