This fails due to the dependency failing, not the package. Tested under my virgin 2012 R2 test VM and installs fine. (Surprisingly dotnet3.5 installed fine as well).

Hi Bill,

when I try to install this package inside the chocolate-test-environment I get the following message:

Error #1058
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

Resulting in a failed installation.

This is why the verifier is currently failing.
